Existing legislation to protect animals from humans is overall very weak.  In this day and age, it's absurd that under the legal system they are still regarded as property.  It's an uphill battle to make change and just as difficult to enforce laws, lay charges, or convict.  The punishment never fits the crime.  And, one can't regulate human behaviour, no matter what.  All animals are at our mercy.
